Welcome to the University of Windsor’s inaugural Anti-Racism Action Plan (ARAP) webpage. Here, we outline our commitment to fostering a campus environment that is equitable, inclusive, and free from racial discrimination.
The ARAP is a cascading plan derived from our People, Equity, and Inclusion (PE&I) Strategy, which is rooted in the University’s Aspire Strategic Plan. The PE&I Strategy provides a clear roadmap for dismantling systemic barriers and creating a campus culture where everyone can thrive. At its core, the ARAP embodies our commitment to making anti-racism a guiding principle in everything we do.
What It Means to Be an Anti-Racist Institution
Being an anti-racist institution means taking active, intentional, and sustained steps to address the multifaceted nature of racism on our campus and beyond. It means promoting racial justice by confronting discrimination based on race, ethnicity, ancestry, color, place of origin, religion, or creed. The ARAP is designed to be adaptive and responsive, ensuring we remain vigilant in recognizing and addressing evolving forms of racism in both local and global contexts.
The ARAP aligns with the principles and directives of Bill 166: Strengthening Accountability and Student Supports Act. This legislation emphasizes the importance of accountability, transparency, and student well-being, all of which are central to our anti-racism efforts. By integrating the goals of Bill 166 into the ARAP, we are reinforcing our commitment to creating a campus environment that is not only inclusive but also accountable to the needs of our students and the broader community.
The ARAP works in harmony with other crucial University frameworks, including:

- The Academic and Research Strategy
- The Student Mental Health Strategy
- The Employee Mental Health Strategy
Together, these frameworks create a foundation for a physically and psychologically safe environment where all members of our community can live, learn, work, and thrive.

This Spring 2025, the Vice-President of People, Equity & Inclusion will be publishing the first draft of the Anti-Racism Action Plan for public review. The campus community is invited to share feedback to help shape a plan that reflects our shared commitment to racial equity and justice.
