Abstract: In recent years, Canadian municipalities have spent between $12 to $15 billion annually on infrastructure development. This massive expenditure is explained in part by the fact that the infrastructure frameworks of some municipalities are becoming outdated and there has been massive population growth, urbanization, and densification combined with increasing public expectation for greater services and transparency in decision-making.
