The University of Windsor is committed to providing mechanisms for faculty and staff to disclose concerns about suspected misconduct. If an employee suspects misconduct has occurred or is occurring, they are encouraged to report the suspected misconduct directly to the academic or administrative unit responsible for the area of concern, or to an immediate supervisor or reporting Vice-President.
If an employee is uncomfortable disclosing through these channels for any reason, the University has launched a Whistleblower Safe Disclosure program for confidential, anonymous reporting. The scope of the program is currently limited to the reporting of suspected financial misconduct, including the following:
- Serious financial misconduct, such as theft, misappropriation of University assets, forgery, authorizing or receiving payments for goods or services not received
- Any activity related to the accuracy and completeness of financial statements and other financial reporting to the Board of Governors, regulatory bodies, investors, or the public
The University has engaged Grant Thornton to deliver the Grant Thornton CARE program. The CARE program is a confidential, anonymous third-party service which provides a secure channel for employees to make a report about suspected financial misconduct. The program is an element of the Board-approved Whistleblower Safe Disclosure Policy and Procedures which supports the University’s commitment to operating with integrity and accountability.

Reports of suspected non-financial misconduct which are received through the Grant Thornton CARE program will be triaged by the University Internal Auditor to the programs noted below.
